Malaysian Communications and Multimedia Commission recognised at Malaysia Technology Excellence Awards 2026
The Commission developed a national analytics platform that converts crowdsourced mobile speed tests into insights.
Malaysian Communications and Multimedia Commission (MCMC) received an accolade in the Analytics - Telecommunications category at the Malaysia Technology Excellence Awards 2026. The recognition is for MCMC NEXUS, a regulatory analytics platform used to monitor internet connectivity performance across the country. The system converts crowdsourced mobile speed test results into datasets used to analyse network throughput, latency, and signal quality across different locations in Malaysia.
MCMC NEXUS is developed with strong privacy and data governance safeguards and does not collect any personally identifiable information (PII). All measurements are anonymised and aggregated, ensuring that individual users cannot be identified whilst enabling meaningful analysis of nationwide connectivity performance.
The platform aggregates millions of user-initiated speed tests and correlates them with geospatial information such as coverage footprints, population density, and network rollout plans. These datasets allow regulators to identify areas where network performance falls below expected standards and assess connectivity conditions at a more granular level. Insights generated from the platform support regulatory analysis related to telecommunications infrastructure and service quality.
MCMC NEXUS incorporates Auto Alert capabilities aligned with Malaysia’s Mandatory Standards for Quality of Services (MSQoS‑WBAS) to proactively identify potential mobile network service quality issues. Using a structured, data‑driven workflow, alerts highlight performance results requiring further review, enabling earlier operator awareness and timely investigation. Operating as an indirect regulatory mechanism, the MCMC NEXUS Auto Alert capability supports evidence‑based engagement with Mobile Network Operators (MNOs) and contributes to continuous nationwide connectivity improvement.
MCMC NEXUS real-time monitoring capabilities allow the platform to observe connectivity conditions during large public events where network demand increases significantly. National occasions such as National Independence Day, Malaysia Day, and state election periods generate higher device density and traffic levels across telecommunications networks. Data collected during these periods helps regulators observe how networks perform under peak demand conditions.
Public-facing features provide citizens with visibility into connectivity performance based on crowdsourced measurements collected through the platform. At the same time, telecommunications operators and government stakeholders access secure workspaces that contain network diagnostics and performance indicators. These tools support coordination between regulators and operators when investigating network conditions or service disruptions.
System architecture allows integration with consumer platforms through software development kits and application programming interfaces. Existing integrations with selected Malaysia’s digital platforms expand the volume of connectivity measurements collected through active user participation. Future integration plans include linking connectivity monitoring data with internal MCMC’s incident reporting and consumer complaint management systems to enable more holistic monitoring and issue resolution.
