Malaysian Communications and Multimedia Commission (MCMC) wins at Malaysia Technology Excellence Awards 2026

The organisation leveraged AR and VR technologies to improve how the public interacts with government programmes.

The Malaysian Communications and Multimedia Commission (MCMC) secured the Augmented Reality and Virtual Reality - Government Organisation category at the Malaysia Technology Excellence Awards 2026 for MetaHRise, an enterprise metaverse onboarding platform that supports workforce readiness aligned with national digital priorities.

MetaHRise replaced conventional induction sessions with a persistent virtual environment in which employees navigate “Life@MCMC” through avatar-based interaction and collaborative activities. Within this environment, regulatory structures, policy frameworks, and elements of Malaysia’s digital infrastructure are presented through structured simulations that mirror operational scenarios encountered in the organisation. Role-based tasks form part of the learning sequence. Interactive modules introduce organisational responsibilities, decision-making contexts, and the institutional mandate carried out by the Commission.

The platform reduced onboarding time by 40%, allowing new employees to reach operational readiness in under one month. Internal surveys showed role clarity increasing from 48% to 83%. Participation has expanded steadily since launch, with more than 200 employees completing induction through the metaverse-based environment.

Workforce indicators in 2025 reflected broader organisational outcomes after the introduction of MetaHRise. MCMC recorded an employee engagement score of 81%, exceeding both market and sector averages of 74%. Employee retention patterns also remained stable. A total of 87% of employees indicated an intention to stay with the organisation, whilst overall attrition stood at 3.02%, significantly below the industry benchmark of 16%. Retention of new hires beyond their first year reached 93.8%. These figures indicate stronger early alignment with organisational roles and internal structures.

The platform was built as a modular AR and VR system designed for continued expansion. Additional development phases include deeper functional simulations, virtual division tours, and structured leadership engagement environments. The same immersive framework will also support CyberRise, which will deliver cyber wellness, online safety, and digital literacy programmes through National Dissemination Centre (NADI) facilities across Malaysia.
