Malaysian Communications and Multimedia Commission lands two wins at Malaysia Technology Excellence Awards 2025

The improvements in its payment gateway initiative streamline transaction processing and reduce administrative workloads.

Government agency Malaysian Communications and Multimedia Commission (MCMC) received two major accolades at the prestigious Malaysia Technology Excellence Awards 2025 for its strategic payment gateway initiative, MCMCPAY, which is aimed at enhancing revenue collection processes.

MCMCPAY automates the entire payment process—from initiation to reconciliation and reporting—aligned to achieve “Zero Human Intervention.” This approach minimises manual involvement, reduces errors, and enhances efficiency in collection management. As part of its automation process, the platform integrates directly with financial institutions, allowing bank statements to be transmitted directly to MCMC.

The platform enables real-time transaction acknowledgements for key processes such as examination confirmations, supplier registrations, and license applications. Backend processes achieve 100% automation for payments via MCMCPAY, reducing reconciliation turnaround time to an average of 24 hours.

These improvements streamline transaction processing and reduce administrative workloads, allowing staff to focus on value-added activities.

Payment notifications are also automated via application programming interface (API) integration, ensuring accurate VA payment identification and auto-reconciliation. This seamless integration enhances financial transparency and ensures that all forms of payments, even those made via cash deposit machines, can be efficiently processed and reconciled within the system.

In alignment with the organisation’s commitment to operational excellence and digitalisation, MCMCPAY adopts the latest payment standards as guided by PayNet. The platform ensures compliance with regulatory requirements and readiness for advancements in payment technology.

Looking ahead, the platform is set to undergo further enhancements to strengthen its capabilities and expand its reach. Plans include API integration with three non-core systems, enabling seamless connectivity and automated payment processes across additional revenue streams. A dedicated merchant portal is also going to be implemented to manage revenue collected from sources without existing systems.

“MCMCPAY reflects MCMC’s commitment to modernising financial operations, improving efficiency, and enhancing public service delivery. By automating complex processes, integrating advanced technologies, and optimising financial workflows, this initiative supports the government’s digitalisation efforts and provides the public with a more seamless and secure payment experience,” the Commission said.

MCMC clinched the Fintech - Government Organisation and the Automation - Government Organisation category wins in the prestigious awards programme.
