Theta wins award for Land Management System

It was recognised as having significantly contributed to the government of Malaysia.

When Theta Edge Berhad launched its Land Management System, it focused on providing the best solution for the government of Malaysia.

Land Management System is an integrated Electronic Government (e-Government) system application for land administration that goes in line with the Government Transformation Programme. The system aims to accelerate land-related processes by users in land offices and access to information by customers without compromising security.

The system aims to enhance efficiency, transparency, integrity, delivery system, land data bank creation, and reduce bureaucratic hassles in land administration in the country through a comprehensive, integrated, user-friendly, secure, and reliable computer system that will provide effective services to citizens, businesses, and the government.

The Land Management System contains nine main modules covering all land office affairs. This includes Registration, Result, Consent, Strata, Land Disposal, Land Development, Land Acquisition, Enforcement, and Auction modules.

The benefits of the system include a web-based system, integration and adaptation with existing systems, a workflow system management system, and considering the level of security.

The Land Management System development makes it easy for users to use in land administration and access information by customers without neglecting security aspects.

The Land Management System's enhancements include the amendment of the Strata Titles Act and the National Land Code.

This covers the application for building subdivision, extension of lease, approval of land lease extension, cancellation of land lease extension, and tasks under the Dangerous Drugs (Forfeiture of Property) Act 1988, Anti-Money Laundering, Anti-Terrorism Financing and Proceeds of Unlawful Activities Act 2001, and the Malaysian Anti-Corruption Commission Act 2009, amongst others.

The land management system considers how the Land Acquisition Act also undergoes amendments. As a solution, it covers the integration of the e-Land and MyeTapp Acquisition Module, complaints of damage, land acquisition matters for property owners with outstanding land tax, and new matters on Section 416C of the National Land Code as well as State Accounting Systems (iSPEKS) 

This is to enable the issuance of new property titles involving land acquisition, new matters on statutory deposits (Waqaf Land) under Section 416C of the National Land Code, and new matters on Payment of Land Acquisition Deposits with Installments of 50% and 75%.

For this system, Theta Edge Berhad received an award for Software - IT Services in the recently concluded Malaysia Technology Excellence Awards hosted by The Asian Business Review.

The annual awards programme recognises exceptional companies who are riding the disruption wave and are leading the technological revolution and digital journeys of their respective industries to boost Malaysia’s fast-growing economy.

In giving this award, the judging panel took into consideration three major achievements by the company.

First is that it recorded a significant increase in total collection by 150%, before the land administration system and after.

Second is that there has been zero fraud since land administration “go-Live” was implemented.

Lastly, the Real Time Dashboard for quick assessment was adjudged to be applicable for use by the senior management.

The company is committed to continually improve its services by further developing the features of the Land Management System in support of the government.
