Saudi Arabia Ministry of Industry and Mineral Resources scores Middle East Technology Excellence Awards 2025 win

Its AI platform has halved processing times, slashed inspections by 96%, boosted citizen satisfaction to 91%, and driven a 129% increase in new factory registrations.

Saudi Arabia’s Ministry of Industry and Mineral Resources (MIM) clinched the AI - Government category win at the prestigious Middle East Technology Excellence Awards 2025 for its cloud-native, multi-agent AI platform that has automated the entire industrial licensing lifecycle.

MIM’s AI-powered solution introduces a Smart Licensing and Self-Inspection System that uses agentic AI to make the licensing process faster, smarter, and more accurate. This now allows the system to read and understand documents just like a human, only much faster. It checks if the documents are clear and complete and if they match the factory’s information, all within seconds.

AI also acts as a smart assistant that analyses each application’s risk level, highlighting unusual or potentially risky patterns for extra review. For inspections, factories can now submit photos and videos instead of waiting for a site visit. AI reviews these images, checks the location, looks for safety equipment, and compares them to previous records.

The system does not simply automate tasks; it analyses documents, detects missing data, predicts risk levels, and even highlights suspicious patterns based on history and activity type. This enables real-time decision-making with a high level of accuracy and consistency.

Unlike typical automation tools, it also brings together document intelligence, machine learning, and visual inspection in one solution. AI reviews photos and videos submitted by factories and checks for compliance, replacing many on-site visits with remote, AI-guided assessments. It becomes more precise the more it is used, adapting to policy changes, user behaviours, and sector trends, as well as leading to continual improvement without major reprogramming.

“By eliminating repetitive manual work and focusing human effort where it is needed most, this innovation significantly boosts efficiency and transparency. It empowers regulators, accelerates service delivery, and lowers operational costs, all whilst maintaining a high standard of control and compliance,” the agency said.
