Singapore ranks fourth in global AI readiness and tech skills

Thanks to its national initiatives, such as the National AI Strategy 2.0.

Singapore landed fourth amongst over 100 countries across the world based on its efforts to adopt artificial intelligence (AI) and upskill workers.

According to Coursera Inc.’s seventh Global Skills Report, Singapore ranked first in both AI and technology, third in business, and fifth in data science in 2025. These made the city-state the top-ranked AI-ready nation globally in the new AI Maturity Index.

This was supported by learner behaviour, with enrollments in employer-prioritised skills increasing. Specifically, AI and machine learning have increased by 71%, critical thinking by 51%, cybersecurity by 26%, and customer service by 54%.

In 2025, Singapore recorded one GenAI course enrollment every 10 minutes on Coursera, up from one every 15 minutes in 2024.

Singapore has implemented programmes to boost upskilling, such as the National AI Strategy 2.0, which aims to deepen AI integration across industries whilst equipping citizens with the capabilities to thrive in an AI-powered economy. There is also the SkillsFuture that provides access to flexible, high-quality learning opportunities.

Coursera also said that in six months, there has been a strong uptake amongst Singaporeans utilising their SkillsFuture Credits. There have been high enrollments in AI, project management, data analytics, and cybersecurity.

On average, each learner has enrolled in six courses and completed two courses.

“AI is a clear priority for employers, and learners are stepping up by acquiring GenAI skills to stay ahead,” said Eklavya Bhave, Head of Asia Pacific, Coursera. “From national AI strategies to workforce innovation, there’s a strong commitment to equipping Singaporeans with the right blend of technical, business, and human skills.”

Meanwhile, Coursera also noted that 83% of employers report significant talent shortages despite having 97% of businesses running AI programmes, which is higher than the 88% global average.

“National support schemes like SkillsFuture and strong public- private collaborations are important enablers – but to truly build an inclusive, job-ready talent pipeline, continued focus on equitable access, micro-credentials, and lifelong learning will be essential,” Coursera said.
