Owning a home represents a key milestone for Emirati families in Dubai. Whilst financial support was available, the construction process remained fragmented, requiring citizens to manage consultants, contractors, banks, utility providers, and government permits independently. Mohammed Bin Rashid Housing Establishment created the Unified Housing Design service to shift this administrative burden from the citizen to the government.

The initiative functions as a single ecosystem for the housing construction lifecycle. Mohammed Bin Rashid Housing Establishment handles design selection, consultant coordination, contractor management, financing, regulatory approvals, and utility integration. Citizens choose from pre-approved villa models, eliminating lengthy architectural phases. Immersive 3D and Metaverse visualisations allow families to view their homes before construction starts. Standardised material specifications and exclusive supplier partnerships also ensure quality whilst controlling costs.

Digital integration with UAE PASS, financial institutions, and utility providers automates identity checks, mortgages, and permits. Artificial intelligence supports decision-making on housing applications, whilst drone technology monitors construction progress in real time.

The service transformation simplified operational processes from 35 steps to 19, whilst reducing customer interactions from 15 to nine. Instant digital selection replaced the traditional six-month housing design phase. Housing formalities dropped from five months to one month, and construction timelines decreased from 24 months to 18 months. Consultant selection time was eliminated.

These changes yielded substantial cost savings per construction project and reduced overall waiting times. The service achieved fully automated, proactive delivery with zero physical visits required. Ongoing refinements optimised the villa options into a set of flexible designs, whilst customer satisfaction increased sharply.
